→ Vinita and Fate are plotbutts.
→ The original Masume Sakura (age 8) dies in a car accident.
→ The "new" Masume is created by Horie Kuroneko.
→ Masume lives as Satou's new sister.
→ Masume and Satou become magical girls at ages 9 and 10.
→ When Masume is 11 years old she is referred for the Title Competition.
→ But don't be sad, because Title Competition hijinks.
→ The competition ends eventually, but the sisters are separated.
→ Masume waits for Satou to return.
→ Masume joins the MASQ as an investigative agent.
→ At age 14, Masume first displays an instance of being rather uber.
→ Masume is suddenly targeted by an assassin while on duty.
→ Time to mention Masume's investigating team!
→ The attacks are blamed on the infamous Witch of Sins.
→ The hunt continues, with Masume unaware of the fact that Vinita set this whole thing up to get her killed.

Magic used to be free, before Benita Goodon and Felicity Dystini created the magic price system. Over the years it became apparent that it was not a good thing and Felicity wanted to destroy it. Benita sealed her away in a single moment of time so that she could not interfere. Felicity vowed to free herself and began plotting her escape. The plan she hatched involved creating a catalyst for a spell that would free her--- the genetically "perfect" witch. Horie gave birth to the perfect witch to help Felicity (now calling herself Fate), but learned to love her new daughter. She fled to Japan with her husband and daughter.

In the 1990s, the Sakura family lived (somewhere in) Japan and died in a tragic car accident. The first Masume was comatose. Her father was a photographer and her mother worked in Global Medical outreach. They often traveled the world together. The original Masume really loved her parents. She was bilingual and very smart, exposed to many cultures when her parents took her traveling.
→ The "new" Masume is created by Horie Kuroneko.
Horie uses the first Masume Sakura as a "base" for the new Masume Sakura. In what seems to be a miracle, Masume wakes from her coma with a new consciousness. She is adopted by her "aunt and uncle" Horie and Yosuke, who have faked their relation on magic with their magic. Masume is a crucial step in their starting over; she contains half of the magical potential her perfect witch sister, Satou, was born with. The two girls do not know about magic, but cutting the godmode power in half keeps them under the radar.
→ Masume lives as Satou's new sister.
At first Satou really hates Masume. Masume is very good at school and learns very quickly because of her artificial consciousness. Even though she can tell Satou hates her Masume is persistent in trying to get along and adapt to her new life. Eventually she breaks the ice and gradually gets closer to Satou. It should also be noted that Masume insists on keeping her old last name. She's scared of forgetting her "real family" and struggling to adjust to being adopted.
→ Masume and Satou become magical girls at ages 9 and 10.
Unknown to their parents, Masume and Satou are given magic wands by a mysterious witch. Satou is initially the more excited one for magic and Masume feels uneasy about it due to her fake being. But she gets over it and the two become magical girls of justice. They spend a lot of time together and become infinitely closer because of magic.
→ When Masume is 11 years old she is referred for the Title Competition.
One night, after their usual magical girl hijinks, Masume and Satou return home to an empty house. Yosuke and Horie are no where to be found. They are patient and wait a few days, but their parents never return. Three days later, Vinita Godono (Benita Goodon) arrives at their house. Unknown to Masume, Vinita has been watching them for a long time and knows they are the two halves of Horie's perfect witch. Vinita reveals the existence of the MASQ to the girls and entices them into joining the Title Competition. She explains their missing parents as results of the price of the girls' magic, but that is not the reality. Satou murdered her father unknowingly and Masume's mother, Horie, fell off the psychological deep end.

During the competition, Masume and Satou travel with family friend Ryuu. They have to complete three good deeds and show their competency with magic. They meet the other competitors and see the pros and cons of magic. Masume begins feeling jealous and isolated as Satou makes many friends and seems to be losing her Masume-centric focus. Satou tells Masume about Mikale being her childhood friend, which makes Masume insecure about her lack of pre-Kuroneko memories. She's also upset by how Touka and Satou become friends so quickly, while Masume had to really struggle to get Satou to like her.
→ The competition ends eventually, but the sisters are separated.
Masume and Satou finish their tasks and are informed that they are the winners. On their way to the awards ceremony they are attacked by witch hunters, who seem to have been tipped off about their travel plans. Satou decides to be a distraction and orders Masume and Ryuu to go on ahead. Ryuu has to drag Masume away while Satou and Touka fend off the hunters.
A few hours later, Masume is told that MASQ officials stepped in and stopped the fight. But they only bring back Touka. No one even acknowledges that Satou ever existed. Touka and Masume are crowned the victors and given proper titles (Witch of Virtues and Peach Blossom Witch), but Masume is incredibly bitter. She is upset at Touka for being both the only one to come back and taking Satou's prize.
→ Masume waits for Satou to return.
She maturely falls out of contact with Touka out of bitterness and waits around for Satou. Her parents did not come back, so she has been living in America with Ryuu and his family. No one in the world other than Satou's close friends acknowledge that she ever existed, which drives Masume nuts. She is also something of a celebrity during this time.
→ Masume joins the MASQ as an investigative agent.
When Masume is 12 she concludes that Satou is lost and needs to be found, and begins training to join the MASQ. She passes with flying colours and joins the Investigative division. Masume is essentially a magical detective who sometimes has to bring criminals down with force. She spends the next few years working hard to climb the ranks and gain access to more resources for finding Satou.
→ At age 14, Masume first displays an instance of being rather uber.
On a routine mission, Masume single handedly brings down a murderous mage when emotionally charged (he made a jab about not finding her sister that set Masume off). Before then, she has never done very much offensive magic and didn't realize how strong she was. Most everyone praises Masume and thinks it was a cool fluke, but Vinita sees it was otherwise. She realizes that even separated, Masume and Satou are filling their magical containers and reaching dangerous levels. Even Masume is turning into a threat.

Up until now, Masume has been living a life focused on finding Satou. She is unaware of the fact that the attack was prompted by Vinita's paranoia. The first few attacks do not seem to be directly aimed at Masume, so she begins investigating it as a terrorist.
→ Time to mention Masume's investigating team!
Because it's CR. Her team consists of Ryuu Owen, Celina Roberts, and Catriona White. She frequently employs Holly Truhart for research. She is notably nicer to these girls, who competed in the competition but did not win, as opposed to how she treats fellow winner Touka.

This prompts Masume to begin investigating the stories of the Witch of Sins, a dangerous witch who has been on the run for a couple of years. Masume's team is assigned to hunt her down. Catriona begins to theorize that the Witch of Sins is after Masume, her title counterpart. It is suggested that the Witch of Sins may be related to Satou's disappearing, as she brings despair and calamity, which fires Masume up and makes her more determined.
→ The hunt continues, with Masume unaware of the fact that Vinita set this whole thing up to get her killed.
Satou is not related to the attacks. Vinita is spreading rumors to get Masume more emotional and reckless in hopes of her dying in one of the attacks.
